My account is limited and it wont let me upload the necessary docs

Hi Everyone,
I got an email saying PayPal needed to confirm my identity so I uploaded my drivers license
It was rejected, I thought it was because it was too small so I scanned it again and zoomed up, sent that through they
rejected it,
It said I still had quite a while to confirm before anything would happen, but before this date I got an email from paypal saying
my account was now limited, and on the email it had a blue button that said Click here to confirm your identity,
When I clicked on it - I had to sign in and it took my straight to a page that said
Thank you for providing the required information. We’ll get back to you within 2-3 business days.
But I never uploaded anything this time?
I then called in and they gave me another link, <removed> -- which seemed to accept my docs.
I also got an email from paypal last night, with this link, <removed> - to upload my docs, but again when I click on this and sign in - it goes straight to the Thank you for providing the required information page, even though I did not upload anything this time.
The email also said :
If the link doesn't work, you can still complete the required steps. Here's how:
1. Log in to your PayPal account.
2. Click "View Limits" next to "Sending and Withdrawal Limits" under your name.
3. Click "Remove limits by identity confirmation".
4. Click "Remove Limit".
But there is nothing like this on my paypal account when Im signed in - theres no View Limits, theres nothing in resolution centre..
Im feeling very despondent and like Im just not getting anywhere,
I really need to access my funds.
I'd appreciate any help,

Thanks for the info.
There is nothing in the resolution centre - there is no case, although the email from paypal said there should be and I can upload docs there too.
Another thing that is incredibly worrying is in the email it said if my identity isnt confirmed by the 27th of October my account will be further limited but Ive done everything I possibly can and Im getting nowhere. I have uploaded my ID via a different link not the one in the paypal email that they gave me over the phone, and emailed it to numerous email addresses but have not got one reply, my account has been limited now for 12 days and I desperately need to access my funds.
I am going to call in this afternoon to PayPal again but Im feeling as though this will never be resolved.

Please can someone help me also? I have probably sent 10 emails in my PayPal message Centre as well as to compliance email address and still I cannot upload any new document. The only replies I get are automated emails that always say the same thing and nothing works. The links all do the same as the girl above stated. I cannot call because I am in South Africa.
I am at my wits end, I am trying to do as requested and no one seems interested in helping resolve the issue.
