Not able to move funds from PayPal account to Mastercard

I’ve been trying to transfer a small amount of money to my MasterCard, and I always get a refund because it never goes through. I haven’t put in or taken out an alarming amount of money & im confused why this is happending & if anybody else is having this problem?

You can't withdraw to a credit card in the U.S, only to a bank account or debit card.
