Thats a question only paypal customer services can answer for you.

Why not give them a call?

There may have been a change in PayPal policies.  There may have been a changed in your PayPal trasactions activity.  There may have been some other risk factors which were detected.

No way to guess without knowing your account and your activity details.  Only you can analyze your activity.

In reality, however, the reason doesn't matter much.  You either comply with the requirement or you stop using PayPal service.

I guess that's true. But they want a drivers license, s.s. card, proof of my address. That is crazy if you ask me. Nothing has happened out of the ordinary on my acct.

At some point they need to confirm things about you to raise your limits.

To phone them click on help and support bottom of paypal pages > use the phone option.

Called and they said the message is on everyone's account and you only need to send in the info if you want to transfer money to your paypal acct. They are trying to stop some kind of money fraud/laundering or something.

Yep thats why you have limits, when you reach them you have to supply more info under money laundering rules.
