What the **heck** is wrong with Paypal's messaging system?

In about one month, Paypal contacted me and told me that my account needed some extra protection, and that I need to send them my bank card information, and to make sure that the name of my Paypal account matchs with my bank card, so I changed how my name appeared in Paypal to that of my bank card, they also told me to create Q&A for more protection, which I also did.. now each time I log into my account there's this notification telling me "There's a problem with your account. Make sure to resolve it so you have full access to your account again."
I did everything they asked me to do, with one minor error.. I uploaded the wrong bank card and sent it to them, by mistake.. I screenshot the wrong card on my bank web page, (I have three cards total..) I tried and I wanted to correct it by re-uploading the right one, but each time I go to my "Resolve a problem in our Resolution Center"
It sends me to this page which has been stuck like that for a freaking month! the message is:
"We're reviewing your submissions.
We’ll get back to you or lift your limitation within 2 business days."
Two days?! I don't think so..!
I contacted them back through their own messaging system since they don't accept information or pictures through regular emails, each time I tell them that I can't upload or edit the wrong bank card that I sent in about a month, they reply to me with something totally unrelated to the issue I'm having!
It's like.. I'm telling them to remove this message that tells me "we're reviewing your submissions", so that I can upload a new photo of my bank card.. and their reply would be like:
"Thank you for contacting PayPal.
To help protect your information, we don’t accept files that are sent as email attachments. Please follow the steps below to upload your documents.
Here's how to upload files for your limitation."
Then they'd be like, "Please following these steps..":
"1-Log in to your PayPal account.
2-Click Resolution Center.
3-Click Resolve in the Action column of each limitation step.
4-Click Add."
I reply back, and tell them that I can't progress beyond step 3 due to the message stuck in my account..! 3-5 days later.. I get this email notification telling me that a new message from Paypal has been received, then I'd be like Hurray! finally! problem should be fixed now..! I open the message and I see the exact same message as the old one! it's like I'm talking to bots or something, and not human beings! This went on and on for like 4 times now..
I have no idea how a company as big as Paypal can be this unprofessional with their customers.
Please Paypal, if you're seeing this I'm asking you to help me fix this issue.
Any help from the community is very appreciated as well.

Why not phone them for an update and speak to an agent?
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent or pressing 0 sometimes works.
