Why can't I link my Chase bank account?

At first, I thought I could get the routing number through Google, so I used the one for Louisiana listed on Chase's website (I opened my account online, if it matters, and if it's not obvious, I live in Louisiana =P). Everything seemed to work fine, and PayPal stated they would put two deposits in my account that I had to input on another page once they appeared in my bank activity, to link the account. A few days later I get an email saying neither of the deposits went through due to an error. This time I went and got my account and routing numbers at Chase itself, put them in on the PayPal app on my phone, and it just tells me "Instrument is currently marked as bad". When I try it on my desktop PC, all it says is "Sorry, we are unable to process your request. Please try again later". I don't know why or what is going on and I have nothing to go off of. I made sure it was marked as a checking account and I made sure I picked Chase as the bank, and I also made sure the numbers were in the correct forms, so I'm completely stumped.
