You don't have permission to access "http://xxx?" on this server.

Whenever I login paypal, it always say something like "you don't have permission to access xxxxx" since last year. 

So I have to reset my password everytime I want to login, but next time when I use the new password, "Access Denied"!

I'm so angry with that,can some body help me?
