impossible to add credit card or bank card

I have a very big problem, the summary and I do not add any credit card to confirm the identity

this problem is only reflected on my business account while on my normal account the card adds it and I can use it right away

can you help me add my credit card to my paypal business account?

if it is not possible, can you transform my business account into a personal one?
