The link and confirm process is two parts of the same thing. Linking a card does not mean its confirmed. While confirming the card is not necessary to use the account, it's helpful for lifting your withdrawal limit from the 500 USD monthly to the unlimited status. The box indicating you should link and confirm a card remains unchecked so long as the card isn't confirmed, regardless of whether it's linked or not, so if you want to go about confirming it to check the box off, you certainly can, but is by no means required. Also keep in mind you don't have to remove and re-add the card in order to confirm it. The linking has already been done, so the confirmation code is what's needed next.
