Paypal is seriously hurting me and my eBay business

About a week ago, Paypal sends me a message saying I can higher limits if I upgrade to business account. I think great, my sales are going good and I have a lot of happy buyers so I'll be able to get higher limits, so I decide to upgrade.

 

About a week later, without any notification from Paypal, I start to notice that all of my money is pending. Usually when I upload tracking and it shows delivered the money is released very quickly, and this is something that I rely on for cashflow for my business, as well as paying for bills. But everything is now held for 21 days even with verified tracking showing delivered. I call Paypal to figure out what's going wrong, and the rep on the phone said that upgrading to a business account from a 3 month old personal account was suspicious. ..so even though their automated email suggested I upgrade, their automated system has also decided to kill my limits and ruin my 100% top rated eBay business as well.

 

Here is where it gets even more frustrating. I asked if I revert back to a personal if I can get my old limits back, guy on the phone says it's possible. So I close my business account and go back to personal, after many hours on the phone I was able to get  my release amount back to what it was, yet I still have money from over $10000 worth of transactions being held for 21 days even though they have verified tracking showing delivered. 

Any suggestions? Should I keep calling? This is seriously causing me a lot of stress, I even took out a loan from Paypal working capital (the irony) to keep my business afloat and survive. What do I do?

The hold is so that in case of any disputes/chargebacks, the funds are there to settle them.  What you do for each pending amount, is to have the customer mark the transaction as Item Received, if tracking is automatically uploaded when you ship.  Also check that those transactions are marked as shipped to cover your bases.  Which should speed up the release time. Each amount SHOULD be released in 3 to 7 days but it won't all be released at once but in succession I would imagine.  You may have to call if you don't see the money being released, as their release mechanism can by glitchy.

 

My rule is unless it is required, leave things as is.  I got the option to upgrade too but didn't.  I is problem free.

You have a short history of selling with your personal account and it sounds like you are selling high ticket items,call Paypal and ask if they will release the fund sooner so you can run your business/

(are you selling electronic goods?)
