So here is the story:
I bought a VERY expenisve cartier necklace from a seller out of the UK. Only after I purchased did I realize that this was through the disasterous ebay global shipping program as I also had to pay $200+ in import fees. Both the seller and I expressed hestiation to go through witth the sale, but the seller eventually did ship to the global shipping center. This begins the nightmare:
First of all, I am convinved my item is traveling on a hot air ballon becuase the shipping has been SO slow! My estimated delivery date is from December 14-21. Well, today is the 18th and I'm convinced my package is in limbo/or lost.
This is my "final" tracking number via Newgistics supposedly handing off to the USPS shows:
Departed Shipping Partner Facility, USPS Awaiting Item
The picked menthod of delivery is PARCEL SELECT. NO insurance NO signature confirmation for a $1500 item!!!
How should I absolutely protect myself if I don't receive this item? I am afraid that with no signature confirmation my post man will leave this item on my porch (I live in an apartment complex) and tis the season for people to come through and steal packages!
How can the GSP program violate the $750+ signature confirmation required through paypal?!

Item is stuck at USPS. Total BS. Almost a month since I paid. Have you ever dealt with "Newgistics" ?

You are in USA and your seller is in UK,and he/she used UK GSP?RIGHT?
UK GSP repackaged and shipped to USA,it is coming to you as USPS parcel select with no signature confirmation?
There is a missing link somewhere,UK cannot ship USPS,so it could be Royal mail and then once it clears customs,it is turned over to our USPS.
What do you care if it is stolen or mishandled?
If it is stolen it is UK GSP **bleep** ,not yours,you file item not as received and they cant produce tracking and signature confirmation,they lose.
If it is damaged or switched,then you file item not as described and if you win,you will be asked to return the item with tracking and signature.
Is this Ebay?
If so,file with Ebay first,if no satisfaction,then Paypal,then credit card issuer,assuming you used your credit card.
What you need to watch out for is the US customs,you said you have prepaid $200,how is it turned over to US customs if it is shipped USPS,unlike the private carriers,USPS does not accept customs duty in advance,not that I am aware of,it usually comes t o your door and smile nicely and present a slip of US customs duty and a USPS fee of legwork of 7-9 dollars ?
see with private carriers like UPS,Fed Exp,DHL,they have customs brokers by the airport where the US customs office are located,they get a listing in advance of what is coming and they can expedite customs clearance by filling all the necessary forms based on the listing and take it thru customs and out of customs quickly,our post office does not.
You need to find out more about how UK-GSP works. or ask your seller to update you ,

Your UK seller must be a UK/GSP user,so all intl shipments are handled via GSP.
she shipped with tracking to UK/GSP facility,she is now protected by ebay seller program if her tracking show it has been delivered to UK/GSP facility.
UK/GSP would repackaged your item and affixed customs forms and shipped (probably Royal mail) or whatever they used.
Once it arrived on US soil,it will go to US customs for clearance,given this is Xmas season,the traffic must be high and it could take longer to clear customs,if customs have been declared correctly and prepaid,it should zip thru faster if it were a private carrier like DHL,UPS etc.
Then USPS takes over the package and delivered to you,
you need to ask this question on Ebay seller forum,I dont think there is a UK Ebay seller forum,so lets hope some Ebayers can shed some light on it.
Hindsight is always 20/20,for an expensive necklace,it should really be shipped by private carrier,it would cost you more,with expedited shipping,insurance and customs duty ,but it would be signed for and not left at your door.
But if UK/GSP is like our GSP,it probably have an insurance policy to cover your loss.
not your concern as you are covered by both Ebay and Paypal buyer protection,and there is always this credit card chargeback,your concern is it may arrive late and the customs duty issue

Yes I am in the US. I'm hoping i'm covered and I dont want the seller to be punished for the stupid GSP processes. The tracking show it has cleared customs that's not my worry. I cannot believe the the final carrier is the USPS and the service is parcel select for a $1000+ item!

if a seller is using GSP,you could get two shipping invoice,one from seller and one from GSP,we know GSP also charges $200 for customs duty,but what about the rest of the fee,there should be a handling fee besides the shipping to USA fee?
you probably did not pay that much for GSP shipping,it uses just one shipping method,first class /parcel select for all packages they handle.
USPS parcel select is just like first class except for anything over 13 ounces,your package must weigh more than 13 ounces.
As for insurance,GSP probably have an insurance policy in place,they dont buy insurance piecemeal.
Hope it arrives in time for Xmas,NE coast is hit hard with winter storm,

dont blame GSP,they ship USPS economy for all packages,if your seller is a seller of mostly high end jewelry,he would not be using GSP,but a private carrier like DHL,but like most sellers,he could be selling one of this and one of that.

Yes--ok thank you for your help. As far as protecting myseld--should I open a INR case through paypal if the necklace is not delivered in the estiamted delivery window or wait a couple days to see if it shows up?

You can open a case of item not received as soon as the estimated delivery date has past on Ebay.
Seller usually is given x number of days to upload tracking.
but in your case,she is protected since she shipped to GSP facility,so now you have to deal with GSP/UK.
You need to call Ebay then and ask best way to proceed,file first on Ebay before Paypal,as Ebay GSP has to respond.
If you said it has cleared US customs,then it is on your way,

WHAT IS MEANT by stuck in USPS?
Weather is bad on the East coast,rerouting is not uncommon,also airlines can cancel flights due to weather problem.
