Text saying Your PayPal has been temporarily Limited SCAM?

I received a text message today from +44 7718 369183
”Your PayPal has been temporarily limited! You have 24H to confirm account information or your account will be locked.”
There is a link that I can see named paypal.co.uk.9dkv.pw
I did not click on it but checked my account separately and there are no issues with my account.
Is this a Scam? Who should I report this to?

There was a link called paypal.co.uk.bn 8j.pw I clicked on it - wished I hadn't - but nothing seems to have happened

I got a similar message from +447598016585 with a link paypal.co.uk.nz8t....and a clock symbol .
Who can we report this to?

I received exactly the same message but it came from +44 7935 093 258. I did not click on it.

Just had same from 07704462167.
IT'S A SCAM. DON'T LOG IN.
I'm a web developer so spotted this a mile off...
It goes to [paypal.co.uk].[b1yp.pw].
This is actually a sub-domain/pointer [paypal.co.uk] of the domain [b1yp.pw] (.pw is a top level domain registered to a pacific island called Palau and this site is hosted in Atlanta in the US).
The first giveaway is that the link in the SMS is not secure https://
PayPal always use secure links. Secondly, they would have emailed you with personally identifiable information such as your name in the email. Not just a text message.
I can't see any malware or virus etc. It's a phishing site designed to steal your login details. As long as you haven't logged in on this site you should be fine.
ALWAYS go directly to PayPal.com to log in. NEVER log in by following a link.
