Hey there,
I can confirm that this is a genuine PayPal email. If you have not set up these billing agreements I would advise you to change the password and security questions on your account and cancel the billing agreements. Here's how to cancel a Billing Agreement:
- Go to www.paypal.co.uk and log in to your account.
- Click 'Profile' near the top of the page.
- Click 'My money.'
- Click 'Update' beside 'My pre-approved payments.'
- Select the 'Merchant Name' for the Billing Agreement you want to cancel.
- Click 'Cancel.'

I received this email today and found that an agreement had been made with eBay Inc. initated 23-03-2012 (today).
I did not iniate this aggrement so does that mean that my paypal account or ebay account (or both) have been breached?
