"There seems to be a problem with your account"

Hi, I've gotten a notification saying "there seems to be a problem with your account" yet when I click to resolve it, the link just takes me back to my paypal summary page. No problems highlighted.
erm... okay? it says I have 19 days to sort it or I'll loose access to my paypal. I'd rather not sit on hold for hours trying to get through to customer services, so any suggestions?

The relevant team always lists the steps to resolve an issue on an account there. If you have completed all the steps, the relevant team will contact you as soon as possible. But there are no restrictions that I can see!
when I click the "resolve issue" button or attempt to navigate to the page with the details of the problem on, it just takes me back to the Overview screen with no highlighted issues.
need to send payments through now. not after sitting for 45 mins on a phone light listening to some pedantic robot telling me that it "can't understand" what Im saying. (these things infuriate me by the way), only to get hung sodding up on less than thirty seconds into the phone call.

Welcome to the PayPal community.
If you go to the Resolution Centre of your PayPal account, there should be some steps listed there you will need to complete. Can you try completing them that way to see if you are successful?
