Funds pending - but I need them to cover shipping costs!!

I have an $850 transaction.  The funds are pending delivery of the product I sold.  I need the funds so I can pay the shipping costs.  On the 'Pending Balance' link of the transaction, it says:

Print your shipping labels on eBay or PayPal. Your tracking information will be uploaded automatically, and you'll get funds to cover shipping too.

I don't have the funds available to cover shipping as it says I will above.

My last transaction was $3500 and those funds were not held.  For some reason this one is.  I have 100% positive feedback on ebay.  What gives?

They can ask you to prove you have shipped before releasing funds . This protects seller and buyer. This is why I never sell anything unless I can cover shipping up front. Think of it kinda like a job you don't get paid until the job is finished.
