Receiving Payments From Buyers When I Have A Negative Balance??

I sold something on Ebay a couple weeks ago. When the buyer received the item he wanted to return it. I agreed to give him a refund when I got the item back. Now that I have the item i logged on to my PayPal account and noticed I have a negative balance of $950. This is what i was gona refund so I don't have a problem with the amount but I've got several items on ebay right now and all of them use Paypal for the sole payment method. So my three questions are since my account has a negative balance i'm assuming the buyer has already received a refund from paypal and I don't need to do anything else as far as refunding his money? Two, can I receive payments from buyers while I have a negative balance? And three Paypal charged around $30 when i accepted the payment from this particular buyer, will I get that $30 back?

These are all great questions and I will be happy to answer them all.
1. If you have a negative balance then this would indicate that the buyer may have opened a claim with PayPal or eBay and it is important that you respond to the claim as failure to respond can result in you losing your money and your item. Please don't assume that the issue has been resolved as it is very important for you to understand what is taking place. You should find information regarding this either in your PayPal Resolution Center or your eBay Resolution Center.
2. Yes, you can receive payments while your account is negative. the funds will reduce the amount of the negative balance you have in your account.
3. Depending on your situation, and who issues the refund, you may be eligible for a fee reimbursement. Typically, if you issue the refund on your own then the fee is reimbursed. if you do not address the issue and PayPal has to initiate the refund on your behalf then the fee is not automatically credited. If you do not receive a credit for your fee please contact us and we will be happy to take care of it for you.
