Sudden restrictions on my account

Suddenly I can't make any payment on ebay with my paypal account. I tried several items and this didn't use to happen. I don't know if there has been a change in policy on paypal or anything (I tried to ask customer service but it was really confusing and I don't know if my messages actually ended up reaching them..). I'm from Dominican Republic (my card is based here) and while the error message is really clear I don't know why it is suddenly being enforced as a restriction on my card. Please take a look and let me know if there has been any change on paypal policy that I'm unaware of. This is a screenshot of the error:

I have a similar problem , only with paying sellers , plenty of money in my bank account and has NEVER been a problem accessing it instantly to pay my sellers until recently.

 NOW - my payments are all declined and its not my card or banks fault, instructions say to transfer money to paypal account  - for some reason this takes 5-7 days, strange, as I have always been able to  transfer money from my bank account  to pay bills INSTANTLY - where does the money disappear to for 7 days while my sellers are waiting and I GET BAD FEEDBACK. wonder where MY  money is  sittiing gaining interest for someone for  7 days while I gain bad feedback - lets guess!

Starting two weeks ago--after being an eBay member using PayPal for over 10 years, now, I suddenly started having the exact same problem.  I put items in my shopping cart, and when I go to check out, I get an error message saying that my payment can't be processed at this time... and to try again later.  I've called PayPal numerous times and their only solution is to "wait" and "try again later" while they run some kind of security on the transaction.  Today, I was buying to 99¢ items, both from sellers who had over 99% positive feedback, one with over 5,000 feedbacks, and the other one with over 22,000.  Not sure what the "security" issue could be.  In my case, I have 100% positive feedback.  So what gives?   Anyway, if I keep trying, it eventually, does go through, but even so, I think this new "security" feature is a real hassle and super inconvenient.  I definitely don't think this is a good way to treat users, and it ruins the shopping experience on eBay.  I know that eBay owns PayPal (or is it the other way around?), but seriously, they should come up with a better way, or at least give us alternatives that don't make us have to wait for hours before we can put a payment through.  Something is wrong over at PayPal, and I do hope another alternative comes my way.  In the meantime, I'm going to be most of my shopping on Amazon, which so far seems to not have this problem...

 PayPal, in its sole discretion, may place a hold on any or all of the payments you receive when PayPal believes there may be a high level of risk associated with you, your Account, or any or all of your transactions. This is complete hogwash! PP just put a freaking hold on my incoming payments and absolutely no reason! I have never had a problem and it's a total PIA to try and get someone on the phone. It just seems like the whole EB/PP thing is becomming less and less of what it was originally intended to be and do. GREED! I think that says it all! Then PP heaps this stupid hinderance on! It gets less and less a pleasure to do business with these money grubbing control freaks. Sad to see one of the greatest things on the net disintegrate so pitifully into a decayed state of what once was a really great service. Frankly, I am getting tired of holing my nose every time I do business wit EB or PP. It was nice once upon a time. Schade!!!

Then you should not have signed that agreement seeing as you read it.

Well, I do have options. Even if you could produce my signature, I scarcely doubt it is leagally notarized. The real truth is the terms are not fair and ever more counter productive. I, like most people with common sense, can see when something has diminishing returns. When an un-warranted action is taken against me, I simply take it to mean interest in doing business with me is not particularly important to them. Smiley Wink

Your clicking "agree and continue" is all Paypal needs it counts as your signature.   But yeah other than that your right Paypal exploits people with a finely worded user agreement that most people dont read. And your right again because paypals customers are not important to them Smiley Happy

if you are interested, I am starting a lawsuit against paypal (they have lost several in the past)  for unconscionable restrictions and withholding of money or holding your money for ransom until they get the "verifications" they need from you.  This is post facto in legal terms (after the fact) that you opened an account without the knowledge that you would have to display this information to them, then collecting YOUR money and withholding it for an unreasonable amount of time.  this is illegal according to a lawsuit already filed and won against paypal.  It may or may not be criminal, depending on what state you live in.  New York law states that an unreasonable withholding of money without permission from the owner is GRAND LARCENY.

After spending my "limit", $10,000.00, mostly on e-bay, for the last years, never one mistake, no payment problems,sellers dream!!   Then I go to pay a seller for an item, then all of a sudden, it won't go through.  This is about as retarded as anything can be.  Poor sellers,  I would be livid.  Let's see..Lady has money in bank, lady wants to buy something from a nice seller, and proceeds to buy it from them, possibly  making someones day...OOPS, lady doesn't appear to be verified(It all comes right out of my bank account-debit, with a cc to back THAT up even) trying to get it confirmed, I let it go, for petes sake, I DID"T want to give all that info, when ALL I WANT TO DO IS PAY SOMEONE MONEY>If it's been working with no problem, I guess after successfully paying people alot of money in a very timely, honest manner, and now I am not good for it?  Because You want all my info, for what?    OK, sellers just remember I tried to buy your item, but paypal said no., Now what is wrong with this co???
