I have read that using a VPN proxy when contacting PayPal will generate a "temporary blockage" of one's account. Is this
true? If so, is there some way PayPal can simply issue a warning before blocking a user's account ?

Welcome to the boards!
If PayPal detects that someone may be accessing an account via a proxy, we may very well block access. Why? Because it doesn't look like you accessing the account, so we have to assume the worst. No warning is issued - in fact, it's against our Legal Agreement to access PayPal via a proxy, and can result in your account being limited and/or permanently closed.
