Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent".
In the UK its free from any landline phone.

The 855 number seems unusable as it isn't long enough (i've tried adding 1, +44, everything - is there some other way I haven't thought of?)
The other number(s) it literally cuts me off dead while it's trying to transfer me to someone - I wasn't sure if this was a Paypal technical issue today, or my phone system?
I have tweeted them, but I shall try Facebook as well, thank you.
