Unable to add a debit card as the billing address is in France - UK bank account

I seem to be unable to use Paypal at the moment as even though I have over £400 in funds when I log in I get a page that asks me to add a debit card , there is no other choice. My bank is the Clydesdale bank in UK but my billing address is my home in France. The form to fill in will not let me choose a country . UK is pre-filled.

I am unable to choose a payment method...why??

Paypal is country specific.

If you have a French address you need a French paypal account and can only add French financial info to it ie bank account or cards.

If you have an English address you need an English paypal account and can only add English financial info to it ie bank account or cards.

Yes, my bank is in UK but my billing address is in France.This is the account that is verified by Paypal.

I cannot link thedebit card for this UK bank account to paypal account as it won't change the country . I don't want a French paypal a/c as my pur4chases are in UK as a rule.

A different question then, I transferred money to cover a purchase into paypal , but when i login it goes straight to the adda debit/creditcard . There is no option to change payment method.

I wanted to circumvent the debit card problem by only using the avilable funds, and transferring funds in , but I can't even do that!

Open an account with Paypal France - it is no problem to change the billing account when you pay.  I use a British debit card which is registered in my French address and use it for all UK purchases.
