Can't link bank account to PayPal again

Hello! I have one question. Before I was linked my bank account successfully, but when PayPal sent me the confirmation message, I put deposit amount incorrect cost for many times. And I tried to link my bank account to PayPal again It says that "We are not able to process your request". Please try again later. 

I live in Cambodia, but I use all the information in the US. And I have Payoneer Card that I requested from the US in order to verify my PayPal with Payoneer so that I can withdraw money in my country. Could you help me to fix this?

If you mean that you have opened a U.S paypal account instead of a Cambodian paypal account then it would not work in your country.

Paypal does not support payoneer, you may be able to add the card to your paypal account but you would not be able to confirm or use it.

You know there are many unsupport countries using PayPal Account And Verify PayPal To Payoneer Account by Linking First Century Bank... Many Marketers in Cambodia using Paypal and verifying PayPal To Payoneer. Recently, they can withdraw money from PayPal.  They can transfer money to Payoneer and withdraw money from Payoneer to the bank account. Do you understand what I'm saying?
