Service temporarily unavailable (Add funds to your account instantly)

For a couple of weeks when I'm trying to add money to paypal with "Add funds to your account instantly" I get this message on the page "Service temporarily unavailable." and also my friends got the same message. Is this a problem from PayPal or am I doing something wrong?

There was NLB option several months ago in the top up section. It's gone now. Can you please do something about it paypal!?

NLB is back again! But now i got this too:

I know about OTP. Its a one time password generator on my smartphone. Very simple, ok. But what username should i use?

The one from NLB does not work, and from Paypal does not work, too.

Any ideas?
