In that situation as Sophie said, the best solution would be calling PayPal Customer Services by clicking onto Contact us on any PayPal page as they will be able to re-enable the card for you which will allow you re-adding it. Please make sure that you type in the verification code only once to prevent blocking the card again.

Yes, it is possible that your card may be added to another PayPal account if you had a previous one.
If you think this could be the case, I would advise you to try contacting us directly via Twitter @AskPayPal or via Facebook https://www.facebook.com/PayPalUK and we can look into this further for you.
