Where do I find the customer reference/ID?

Welcome to the PayPal community forum.
If you go to the profile tab on your PayPal account and click on my money and add bank account you can add your bank account to your PayPal account. Once added you can initiate the confirmation process. Once confirmed you can then use it to add funds. This is the easiest way to add funds to your PayPal account.
Please be advised that you do not need funds on your PayPal balance to pay for items. If you have a registered credit/debit card PayPal can request the funds from your card to fund your payments.

If you have both bank account and debit card linked, what is the most cheaper for adding funds?

Welcome to our community.
I am happy to help you . If you've added your bank account to your PayPal account, you can move money from your bank account to your PayPal account for free.
Here’s how:
- Log in to your PayPal account at www.paypal.co.uk
- Click Add Funds near the top of the page.
- Choose to move money to your PayPal account yourself (almost instantly), or let us do it for you (in 5-7 working days).
If you want to move money yourself:
- Under 'You move money from your bank account', click 'Continue'.
- Make a note of the payment details (in red) and log in to your online banking to make a payment to your PayPal account.
- Your money will arrive in your PayPal account within a few minutes. We'll email you when it arrives
If you want us to move money for you, your bank needs to be confirmed. If so, here's how:
- Under 'PayPal moves money from your bank', click 'Continue'.
- Select the bank account you want to use, enter the desired amount and click ‘Continue.’
- Review the details and click ‘Submit’. (Click ‘View the details of this transaction’ to see the expected date for the money to arrive.)
- Your money will arrive in your PayPal account in 5 - 7 working days. You can check the status at any time by going to your PayPal transaction ‘History’ and checking the transaction status.
Note: You don't need to have money in your PayPal account balance to make a payment. We can simply take the money from a bank account or card registered to your PayPal account.

You have given advice, but you haven't answered the original question. I need to pay for something in a different currency, if the funds are already in my Paypal acc ( if I understand correctly, to add funds from my bank I need my personal customer reference / id ) the charge is 0.5%, if Paypal use my debit card their charge is 3.9% + fee. Perhaps I'm being cynical in thinking Paypal prefer the latter arrangement. Can you answer the question "Where do I find my (personal ?) customer reference / id " . . . If I'm being a bit slow it seems I'm not alone in my confusion.
