Hi there,
It sounds like our internal security system has placed your withdrawal on hold while we review this transaction. For security reasons we cannot provide the exact reason why this happened. Please rest assured that this doesn’t mean we suspect you’re acting fraudulently.
Keeping the PayPal environment secure is always our upmost concern so we try to identify unusual withdrawal patterns. Many banks and credit card companies work this way too.
If your withdrawal passes our review, the usual withdrawal timeframe of 2 - 3 days will begin, but if not, the funds will be reversed back to your PayPal balance.
I know this can be a bit of a pain but from time to time it needs to be done.
Wayne

Paypal need to review this antiquated system, banks move money around the World in minutes, why does it take 5-6 days for small traders to get funds out of Paypal when so often we need them to keep trading - No wonder people try to find ways around Paypal...

If your transfer takes longer than it should be then there are few reasons behind that.
1) if your bank account is not confirmed, sometimes it takes longer to be credited onto your bank
2) if it is your first ever withdrawal, PayPal delay the withdrawal due to security purpose
3) if you have done few withdrawals in short period of time, PayPal also delay the withdrawal
4) if you have recently received payment and started withdrawal then PayPal delay the withdrawal due to risk of reversal of the payment i.e. buyer could open dispute against you result your papal balance to go in negative which PayPal don't want
there are many other reasons for delay in withdrawal. Basically PayPal is online bank and therefore it's hard for them to re-call payment from customer's bank once it leave PayPal system.
Maximum delay could be 72hrs and after that it takes 2-3 working days to tranfer the funds to bank account after review gets completed.
The below information can be found when you start withdrawal process.
Note: The exact availability of your withdrawal is subject to your bank's processing schedules and funds availability policies. If you have any questions, please contact your bank's customer service department.
Withdrawals may be subject to review to help maintain your safe use of the PayPal service. As a result, it may take longer for your withdrawal to reach your bank.
I hope the above information helps you.

If you see "Completed" on your withdrawal, then it's up to your bank to make the transfer. I'm guesing about 24 hours or a little bit longer. It could take up to 3 working days for some banks.

I have the same problem.. My debit card has expired and I got new one from my local bank. I have editing all informations on PayPal (exp. date and CSC), but I still have this message:
"We're sorry - we could not transfer your available balance to your preferred card or bank account. Please correct this problem by 4/29/2013 to make sure you can continue to receive and withdraw payments. Add a different Visa card or bank account in the U.S."
I sent some money to my card, and now it is PENDING
Any thoughts? PalPay support do not answer to any of my mails.
Thanks..

When a buyer pays you they "credit" you in advance but if you try and withdraw that money BEFORE the buyers funds have played catch up then its paypals money you are withdrawing not yours so you have to wait 3 days for those funds to clear through to paypal.

Kudos / Solution appreciated.
