card declined but funds there and money also taken

hi twice in the last week my card was declined in post office as well as local shop! first time was 12.05 and came up as declined so did it a 2nd time and it went through ok! when i came home checked my paypal and payment had been taken twice! says completed on both transactions, yet post office rang them and said it would take up to 72 hours for the first to be refunded!! its now a week later and it hasnt been refunded. this morning bough items to the value of 30.00 and again came up declined, came home and it has again been taken and transaction says completed!! where do i stand do i have to pay the shop again and wait for paypal to refund it? seriously this is a joke never had this problem before had my card for 2-3 years now and this has never happened! appreciate your help xx jill

I have had the same problem, it has got worse over last few days, I can't withdraw cash from any ATM and the card has been declined on the last three occasions I have tried to pay for goods. Very embarrassing !

it is quite embaressing although i live in a small village and know the shopkeepers quite well! prob is dont have 30 to pay them at the moment! but have printed the paypal details to show them until paypal reopen. think its gona be bank transfer from now on!!!

This happened to me yesterday!  I used the card to buy shopping in M&S, card declined twice even tho plenty of money in the account (as after all I can't withdraw it!) so I used a different card to pay.

 

Got home to an email to say payment had also gone through on the Paypal card!  Went back to M&S who have processed a refund but it's not back on the card yet - does anyone know how long it takes to go back on?

 

This is very bad, it actually said "Declined" on the machine, I saw it!  V embarrasing too when the shop is busy.

could take up to 72 hours i was told!!! yet a week later my 1st decline still hasnt been refunded!! will be ringing on wed to get this sorted!!!

keep all ur receipts though u may have to open a case and will need all documentation!!

Thanks, think there will be a phone jam on Wednesday with all the angry card holders trying to get through.  I'm now scared to use the card in case it declines again and takes the money anyway 😞  Shocking service!

agree with u there! loads of peeps on complaining bout this! mind you i am working all day tomor so it will be late b4 i can ring though mite try today maybe they might be open!!

Another issue- second transaction for the same amount not authorized. Monies taken- transaction completed even from the debit card with much less money. Paypal called it a forced one without backup cc I was very upset and complained to them being in negative field. Based on above stories I suspected that Paypal was struggling with the sophisticated international group of hackers
