PayPal's default payment method is your account balance. If you have insufficient funds, then PayPal will use your bank account. In most cases, your credit card is used as backup funding source and additional proof of ID. When you on a PayPal Checkout Screen, you can use a credit card an alternative to you account balance or bank account.
