Ebay seller trying to scam me, Paypal dispute won't let me respond

Hi there wondering if anyone from paypal can help with a problem transaction.
Bought an item on ebay, the delivery method is listed as Royal mail 24hr.
The seller is claiming that they have emailed me the item instead I have checked my email address and I don't have an email with the item I was expectging it to be delivered via royal mail!
I opened a dispute with paypal yesterday as the seller went quiet and would not respond to my ebay messages asking when the item will be sent.
When i pulled the sellers details via ebay contact a member it came back with false address information and no name. The county is listed as Default.
It appears the seller is from hungary not manchester , United kingdom as the listing states.
Another member has been scammed and has left negative feedback i also have as a warning to other buyers.
Now the interesting part , i opened the dispute for item not received and it says i have to wait until 4th september before I before I can escalate the claim.
i log intoday and it says the seller has escalated the dispute??
He says he has sent the item via email, and listed my email address as the tracking , now paypal is asking me to respond but it's not giving me the option to add any details to the dispute. Is paypal going to side with the seller if i can't respond to the dispute.
It started by me buying the item, the payment showing as pending as the seller must not have accepted it which is wierd being a buy it now item. he sends me a message via ebay saying sorry i accidently declined the payment instead of accepting i've sent you an invoice to pay and taken £1 off for the convenience.
Me being my typical careful with my hard earned money self responded , that ok we all make mistakes but it's fine i'll remake the payment via my ebay that way we are both covered by paypal protection (myself unsure if invoices cover you against ebay purchases)
How do i respond to the dispute if all i get is the respond button but no can't add anything to the dispute.?

You don't need to respond, once the seller has supplied a tracking number they give you the option to respond if you are happy with the tracking number and got the item or need to change the dispute to one of received but not as described.
If you just leave the claim continue paypal will check the tracking number or lack of and if it does not prove delivery of the item to you paypal should find in your favour.
Advice is voluntary.

Hi there thank you for the fast response, it's the should find in my favour part of your comment that worries me,
The seller is claiming the item was sent by email, when the listing states delivery is by royal mail 24h.
It does ask if i'm happy with the info the seller has supplied which i'm not but it won't let me update the dispute.
It won't even let me update the dispute to show screen shots showing the seller is fraudulent and the address given to ebay is incomplkete another buyer has also left negative feedback saying they have been scammed also.
I'm not sure if a mod can intervene or not but can provide lots of evidence and item number

Apologies I am happy with your help just this has me worried i've not had to open a dispute before and i've read if either party does not respond then the dispute will be closed, it's asking me to respond and a message in my ebay account is telling me to take action but when i click on the button it's not giving me the option to do anything.
Sorry if i've come across as uninterested in your advice i'm not i really do appreciate it honestly.

Can i get some help with this please the auction listing has now been removed and the seller is no longer a registered user.
I've sent 3 emails to paypal and not had a reply , it's still telling me to respond to the dispute but not giving me the option of doing anything but viewing it 😞

well i've never felt so let down by some miraculous twist of fate paypal has sided with a scammer that is no longer registered on ebay due to negative feedback for scamming others too.
Think it's about time i closed down my ebay and paypal account as it's very clear you are not protected at all when purchasing on ebay.
Your dispute process is clearly very broken if it sides with a scammer that lies about where they are located and that they have sent the item when they haven't and failed to prove this.
Stupidly I paid by paypal balance if i used my card i'd be fine!!
