Money sent to recipient has taken them over their receiving limit

Hi can anyone help, getting no where with Paypal
Basically I sent 200 euros as a cash gift, the money took the receipient over their receiving limit and is now locked in their account until about August this year. How can this money be returned to me as it is of no use sitting locked in their account for another 8 months. I would have thought that before the transaction was completed that some kind of warning would be flagged up about the money taking the receiver above this limitation and that it would not be accessible to the recipient once sent thereby giving me the opportunity to cancel the transaction before it was sent and having to pay the charges for the service. Can the recipient actually send the money back (transaction is shown as completed), if I send a money request would this allow them to send it back? They have contacted Paypal but that was of no use, I have emailed them 3 times now had one reply initially but no other response. Anyone any suggestions on how this money can be released. Recipient does not have the required items to verify the account so that is out of the question!
All I want is for the money to be either accessible to them or returned to me ANYONE got any suggestions.
