Send money to Trinidad using PayPal?

I need to send some money to my friend in Trinidad & Tobago.

Trinidad & Tobago is listed as a destination on PayPals list of countries here...

“Send. Receive. Withdraw to a US Bank Account or a card.

Send and receive payments in these countries. Withdraw from your PayPal account to a US bank account. In addition, withdraw to a credit or debit card in countries marked with a (+ ).”

     Trinidad and Tobago+

Does this mean my friend has to have a US Credit or Debit card or will a local (Trinidad) Credit or Debit card work?

Sorry if this is a dumb question - just trying to help out my friend.

For customers in Trinidad and Tobago they have the option to withdraw funds from their PayPal account:

• To a Visa card issued in Trinidad and Tobago.
• To a US bank account.
