I would like to send money to my brother who lives in Latvia via Paypal, but he doesn't seem to be able to add a Lativan bank account to his paypal account. Only an US bank account can be added. So, if I send money to his paypal account, can he withdraw the money somehow?

I had a look at this for you and can confirm that Latvian Account holders have the option to withdraw funds from their PayPal account to either their credit/debit/prepaid card or to a US Bank account. It’s not possible to add a Latvian bank account to a PayPal account I’m afraid. If you click on this link, you’ll see the different cards that can be added.
thank you so much for the answer. However, I still do not understand how it is possible to withdraw money to debit card without a bank account, because as far as I know debit cards only work with bank accounts.
