I agreed to buy a concert ticket off someone through Facebook and we arranged for me to send them the money. I went to do it through PayPal (as I don't know any other way) but the person does not have a PayPal account. PP is asking me to enter their e-mail address or phone number but this is pointless as it wouldn't do anything. Do both people need a PP account in order to send and receive money? Is there any way around this? Thanks

Yes they would need a paypal account as they can't receive a paypal payment without one.
