Why would PayPal use an 'e' cheque to pay my Ebay fees?

I'm a relatively new Ebay and PayPal user, so please bear with me if this post is wearisome to everyone. I'm still finding my way around the PayPal Community site, so am leaping in with a query, rather than patiently trawling through others' posts. Enough said.
I think I may have paid Ebay fees before directly, so bypassing PayPal. Now I have the problem above. Is PayPal going to take money from my bank account or is an 'e' cheque purely PayPal related. I have relatively little in my bank account at the moment, but there are enough funds 'Pending' in my PayPal account to cover the fees. There seems to be some kind of delay involved and I am panicking that it is because my bank is choosing not to cough up. Can't make head nor tail of the entry in my account.

Thank you for the reply. It would seem that the cheque is going to bounce/that Ebay won't get any fees from me. Unless the Pending balance is used, as it can be for postage. And that is really what I need to know.
