instant bank transfer not available

i cant seem to use instant bank transfer i used be able to and on reading up on here ive fund many people having same issues so i did what someone suggested and closed my paypal account and re opened it with a new email adress but same cad and bank details i have confirmed both card and bank still cant use nstant transfer and when i try to add money t paypal using my bak it gives me thsi message .......
We can't confirm your bank account because too much time has passed since you added it. To start the confirmation process, click Profile. Then, remove this bank account and add it again.............so i removed bank account and then re added it and still says same message???? what is going on i have ebay items i need to pay for and cant
