Personal account is for sending money to family and friends, you can receive payments but only a limited amount of payments funded from a credit card so it should not be used for receiving funds from customers.
Premier accounts are what most individuals and not people that own businesses use on ebay etc. You can receive payments funded from all the sources available on paypal. People who use this type of account are selling items they no longer want etc on ebay.
Business accounts. are what people that own a real life business or website or ebay selling new goods that they buy to re-sell at a profit. If you are not registered as a business do not use this account.
