Yes, they can. More info: How do I create and send an invoice or payment request?
There's is no need to put a link on the PayPal invoice as they are included on the invoice that direct the client to pay unless you're using a non-paypal invoice and putting PayPal button url link on it.
Once your customer click on the PayPal invoice/payment request link to pay, they will be taken to a PayPal login/Guest User page. They'll be clicking the grey Credit/Debit card button under the login fields.
Also go to your PayPal seller tools page to enable "PayPal Account Optional" setting:
1. Go to Account Settings
2. Click Seller Tools in the submenu.
3. Click Update next to Website Preferences.
4. Select On in the section, PayPal account optional.
Kudos & Solved are greatly appreciated. 🙂

Not if you are an Australian Merchant. Since October, invoices sent by Australian merchants can only be paid if the recipient has a PayPal account. The customers still see the option to pay without a PayPal account, but after they enter their card details it then fails with a meaningless error message: "We're sorry. Things don't appear to be working right now".
There are quite a few posts in this forum about invoice payments failing (sent anywhere in the world by an Australian merchant) if customers don't have a PayPal account. eg there is a post from yesterday "My custom Invoices are unable to be paid" (about 8 down from this post) about this.
All our customers have received this message since October so we can no longer use PayPal invoicing. I have sent myself an invoice as a test and tried to pay it with the same result.
