Paypal shipping and taxes fee

Does Paypal charge their percentage on the shipping and taxes - like Ebay does?

Paypal charges a fee on payments received into your balance, regardless of how the payment was arrived at ie item costs + shipping etc as paypal would have no idea of the individual makeup of a payment.

Someone left me a response to my question but I don't understand it. 

(1) What does "at ie item costs + shipping etc " mean?

(2) How do I find where the answer to my question is when I sign in to PayPal?  That took a long time and the 'search' didn't help at all.
