PayPal can only move money between PayPal accounts internationally. An international bank wire/transfer from bank to bank can't be sent directly into PayPal. Once the intl wire transfer funds are available in your bank account and it is linked to your PayPal, you can add funds to your PayPal account. Otherwise, if the person wiring you the funds also have a PayPal account they can send you a personal payment and selecting their bank account as payment method.
