Hi can anyone tell me if i get some guys to build me a website and pay them through paypal and they dont deliver the goods they promised am i covered by paypal? or not?

A website is an intangible item, any such purchase wouldnt be eligible for buyer protection

In this case red-bay is regrettably correct in what he says. Websites are not covered under our protection. Section 13 of our User Agreement outlines what is and what isn't covered. I have included the portion that covers your problem.
"13.3 What type of payments are eligible for re-imbursement under PayPal Buyer Protection?
PayPal Buyer Protection only applies to PayPal payments for certain tangible, physical goods that can be posted. Payments for the following are not eligible for re-imbursement under PayPal Buyer Protection:
