I'm having the same issue. I get through the telephone security check bit then when it comes to the final confirm bit I get a message that reads, "We were unable to process your Paypal payment because of a restriction on your account". The message goes on, "If you encounter this message more than once, please contact Paypal Customer Service for further assistance". Below the message is an "Error code: 70049 70094 13113". As this happened several times when trying to pay for a "Buy It Now" item I phoned Customer Service and was told there are no restrictions or limits on my account. The person I spoke to noticed I hadn't used the account for some time so thought that might be an issue with the automated security programme and made some tweaks. I don't know what the tweaks were but they failed to resolve the problem. I ended up paying via internet banking for a similar item that I successfully bid for from another seller who didn't insist on payment via Paypal. Unless someone can sort this problem I guess my only option is to close my Paypal account, because it's of no use to me now, and only buy from ebay sellers who give other payment options.
