Ebay checkout payment options & PayPal conversion options reset problem

I purchased from "ebay.co.uk" and PayPal charged me based on "Use PayPal's conversion process", although I have set the option to "Bill me in the currency listed on the seller's invoice" under "Manage Funding Sources" in PayPay account.
Namely, when purchasing from "ebay.co.uk" there was no option for "See more payment options".
On the other hand, when I go trough "ebay.com" I have the option "See more payment options"
(I discovered that later, after clicking the "confirm and pay" button on ebay.co.uk and excepting to have the option, as it was before, to choose other conversion options before paying, but that was not the case)
On PayPay account for "Manage Funding Sources" I have set the option to "Bill me in the currency listed on the seller's invoice" for both credit cards that I have, and saved the option already several times in the past but did not except that the option would RESET TO DEFAULT by itself before buying..
On PayPay account the option keep resetting back to default "Use PayPal's conversion process".
The option "Bill me in the currency listed on the seller's invoice" stays saved on PayPay account for a while, when logging in and out again, but when going to ebay again, and try to change the currency conversion options it is again reset to "Use PayPal's conversion process", and the setting changes back as well on PayPay account.
So I had to pay twice for Currency Conversion on amount of 1250 GBP, that is around 25 GBP and is a huge fee that I was swindled in.
This is not the option I have chosen on my credit cards in PayPay account, and did not have the option to change it on "paypay.co.uk", so transaction I have made was conducted in a manner not chosen in my preferences and the settings were changed and reset without my influence, so how can I cancel this transaction and get refund or a chargeback to my credit card, or I will have to ask for a chargeback from my credit card holder and go trough the payment process on ebay again?
If the Seller cancles the transaction, does the full amount get back to my credit card, together with PayPay's conversion % or does just the amount paid in Sellers currency get refunded? Did anyone contact PayPal about this issue of wrong settings and got a refund?
I contacted the PayPay about the issue of me not having an option on "ebay.co.uk" and about the resetting of the option, and not being able to choose before paying and am waiting for an answer.
Choosing my preference under PayPay account is useless since it get reset every time, and an option before paying is not even there evrywhere.

How to change Paypal currency conversion @ checkout ?
I tried purchasing on "ebay.de" too, and there is "see more payment options" option too. Only on "ebay.co.uk" it does not appear.
Another thing is that PayPay is constantly changing the order of credit cards either on ebay or on PayPay as well as resetting the option. One of my credit cards is not confirmed, maybe that could that be the reason of resetting the option every time but anyway, that can not be the reason why on "ebay.co.uk" there is no option to choose from.

I have the same story from 13.11.2016. I have made 4 ebay.com (not UK) transactions in 2-3 minutes. Everything went OK, only one turned into Croatian kuna. Settings same as yours (Bill me in the currency listed on the seller's invoice). I have sent a request to them to see what will be the answer. I'm lucky beacause ammount ebay was just a 19$.

Please be advised that we no longer offer the option to be billed in the seller's currency.
Hm. Sometimes I feel like I'm talking to robots because this is not a truth.
I have wrote them a 644 words long message where I have explained every scenario, from "Bill me in the currency listed on the seller's invoice" option under PayPal options (which obviously not working) to option from ebay cart interface that is working.
So to anyone who have this problem on ebay.com or ebay.co.uk:
If you check PayPal as payment method on ebay "Shopping Cart", pop up with PayPal login will show. You will do login and be redirected back to ebay "Shopping Cart" page. Then, on the top of ebay "Shopping Cart" page, next to PayPal checked payment method you can see my mail data, price in your local currency and in US dollars (for example) and you can click on "Change", then click on "(e.g. Exchange rate: HRK1.00 = US $0.14)", then click on "View conversion rate options". After this PayPal popup will show and you can change from "PayPal currency conversion rate" to" Your card issuer’s rate".
This was verified and it works.
