Paying VAT on goods purchased abroad

I recently purchase some goods from the US and in paying  for those goods both the seller's documentation confirming my purchase and PayPal's Transaction ID advice included an item referred to as "Tax".  The seller's online "documentation" seen during the ordering process actually referred to VAT and the "Tax" charge was 20% (the standard rate of VAT in UK).  The seller also states that Sales Tax is not added to orders for goods sent outside the State of New York (where the seller is based).  On previous occssions I have been charged VAT on orders from this seller but the VAT has been assessed and charged after the goods have arrived in the UK, not before.  I would be interested to know if anyone else has been asked to pay Tax/VAT to a foreign seller and whether they were asked to pay VAT again when the goods arrived in the UK - something I obviously wish to avoid!
