Is it possible to but a pay pal gift voucher which someone can use wherever they want that accepts paypal, so in effect crediting an individuals pay pal account?
I can see that you can buy one linked to a particular merchant but I'd like the person to be able to buy anywhere
There is PayPal gift vouchers and eBay gift vouchers but they would be generally assigned to a particular merchant as you already say in your post.
As an alternative you can send a gift payment using the send money tab on your PayPal account. This will credit the PayPal balance and can be used for all purchases.
