Hey there MarkTP,

If the negative balance remains, PayPal will send another request to your bank account within 24 hours.

This will take the usual 5-7 working days to clear from your bank account into your PayPal account.

I was sorely upset to find out that PAY PAL had continued to hit my primary account repeatedly after ISF instead of going to my back up funding source.

I was also VERY upset to find out that they would not take payment by phone from my back-up funding source.

I was infuriated when it became obvious that Pay Pal had my bank and back-up sources data incorrect.

I was FURIOUS that it took longer to resolve the issue (on my own initiative) than it did to receive the item I had purchased.

It seems to me that after all the assertiveness and supposed inability to remedy the problem so that even Pay Pal could get their money, that I now must warn all pay pal users that Pay Pal plays the time game, and violates their own policies and that pay pal users "BEWARE" !

Hi there Blackburn_place,

It sounds to me that there may have been a failed payment recently on your PayPal account.

I will advise that PayPal is a user initiated system. This means that if you have received new credit/debit card or bank account information, it is up to you as the account holder to update this information on your PayPal account. I will advise that when you are trying to send a payment from your account, we will try and process the payment from any of the available funding options that are registered on your PayPal account.

I am unable to check your account and see exactly why you were unable to resolve the issue that was on your account from any of the back up cards on your account. I can only advise you on the possible reasons as to why this may have happened in the first place.

If you would like more information, you may wish to contact customer services.

David.

My husband tried three times to renew an online service that we had previously charged to my Paypal account.  Paypal processed the payments even though he didn't have access to my  password.  I didn't have funds in my VISA debit card/bank account and got hit with NSF charges three times.

I disputed the charges with Paypal and requested that they stop reattempting to collect the payments.  The next day  my account screen showed that the pending payments had been changed to reversed payments.  I assumed they had honored my request.  HOWEVER, a few days later I received more overdraft fees because Paypal attempted to withdraw the payments again.

I've used Paypal for a long time and this situatation distresses me a lot.  My communications have gone unheeded and Paypal seems like an unstoppable monster. I wish they would reimburse me for $80.00 in overdraft fees but I'm not hopeful since there is no easy method to contact them.  I'm done with Paypal.

Hey there, when PayPal advance funds on your behalf (for a send money, sale or subscription) we then request the funds from your bank. We at no time know whether we will get the funds or not. I imagine that as we failed to get the funds from the bank, we then went to your back up funding source. Should that have failed, we would then re-attempt your bank within 24 hours. We can only assume that funds will be available to us if you ask that we advance money on your behalf. I would also underline the point that PayPal do not charge levies or fees in such instances. Hope that helps and please do continue to work with your bank in resolving this issue.

Hi mastheadt1040,

You are correct. If the funds from your bank account are still processing then the full amount for your transaction will be requested from your bank account. You can either wait the 7working days for your funds to clear from your bank account or you can have the requested again and once your funds clear from your bank account you can withdraw them back to your bank account to counter the balance.

I hope this helps

Paula

Looks as if on the occasion I took it in the balance book............ was an occasion that either PayPal continued to hammer my primary account instead of resorting to the secondary account after the first attempt at the primary w/ISF !  Also, to chagrin... "my banks error" for accepting a request for funds and honoring it (at my expense) "which they are NOT supposed to do from a debit card purchase" !!!

To completely avoid this *financial institutions proffits scam* and any future embarrasment....BEFORE ANY PURCHASES I :

1)  Warned my bank to NEVER process any electronic/debit card transaction in wich there are ISF or our relationship would end !

2)  Check balances on my PayPal account, and both authorized bank personal bank accounts linked to my PayPal account !

3)  If the primary (automatic) account listed in my PayPal purchase funding accounts does not have SF... I go to that LITTLE TINY WORD... that says Change.  And I wait.... and I wait, and then I click on the secondary account for payment if the primary is ISF !

and complete the transaction understanding that (AUTOMATICALY IT GOES LIKE THIS)..... ***ANY $ YOU HAVE IN YOUR PAYPAL ACCOUNT WILL BE APPLIED FIRST, THEN YOUR PRIMARY ACCOUNT LISTED IN YOUR INFO WILL BE HIT***......... (but is supposed to automaticaly default to the secondary account)......DOES IT?

Anyway....***UNLESS***... you manualy     change     method of payment (primary/secondary account) by USING THAT LITTLE TINY change option... "prior to purchase authorization" it is obvious that these fine financial institutions will and can gladly apply charges to you for honorably being dishonest on your behalf ! So... the trick to avoiding ANY potential errors or financial institutional hanky panky for those of us who are not endowed with extra $ is to follow those three steps I take !

***NOTE:   Dear PayPal..........

PAY PAY REALY SHOULD: make a change to the payemnt site that BETTER REFLECTS and indicates a "CHANGE METHOD OF PAYMENT" option !!!

See... its the fine print that gets ya every time!

Not funny PayPal........

The experience and expense to me for your system not defaulting to the authorized alternative method after the first ISF is excuseless and it is shame be on my bank for authorizing it.

PLEASE change the      change      option   to something like.... "SELECT/CHANGE METHOD OF PAYMENT" !

Thanks. blackburn_place
