latest version of paypal

I am using windows7 for my laptop and when I want to transfer money from my paypal account for some purchase, it says I am using old version. Could you please send me the link to down load the new version of paypal.

I am trying with internet explorer. It says

Its your browser thats out of date, not paypal.

Internet explorer is being phased out so use firefox or chrome instead.
