i have 22 pound in my account ive try to use this money 3 times now but it just keeps getting taken out of my bank account? how can i use it!

Do you use pay after delivery?
Are the funds in your paypal balance cleared and not on hold?
Are the funds in your paypal balance in the same currency as the person you are paying?

yes to all question the last time i had money in my account in january and feb and worked staight away dont know what has changed now must be doing somthing wrong!

If you have pay after delivery then you won't be able to use your paypal balance.
Pay after delivery always comes out of your bank account.
If you turn off pay after delivery then you should be able to use your paypal balance.

PAD.
After you make a Pay After Delivery payment, PAD automatically becomes the default way for you to pay for purchases, wherever PAD is offered.
To change the default way you pay for purchases:
1.Log into your PayPal account at www.paypal.co.uk
2.Click 'Profile' near the top of the page
3.Click ‘My money’.
4.Click ‘Update’ beside ‘bank accounts.’
5.Under 'Paying after delivery is my preferred way to pay', click 'Turn this option off'.
Otherwise, you can decide not to use PAD during the checkout flow. Click 'Change' on the Review Your Information page during checkout and select a different payment method.
