payments with card not present

Is it possible to take payments with the cardholder not present ? ie. over the phone if they read out card number etc and putting numbers in manually?

This would depend on the type of business you are operating. This would be more suitable for larger merchants. You can also accept this type of payment with the PayPal Here device https://www.paypal.com/uk/webapps/mpp/credit-card-reader .
