I'm having the same problem as some others mentioned and I AM using the correct code. PP is showing my $15 off plus my accrued ebay bucks. If anyone else hears anything....
UPDATE: I called ebay's 800# listed on the groupon. I chose the menu option for paypal and spoke with a very nice rep. She was verifying my identity and asked for the last 4 digits of the credit card on file. Lo and behold, there was my problem--my card was expired! My payment went through after that.
Maybe double-check any payment info under your prfile. If that doesn't work--along with making sure you're using the right groupon code--then call the 800# on your groupon and select to speak to someone in paypal. Make sure to click "print" on the groupon to find your code and the phone #.
