The scammer requests the dispute saying he didn't send this and you get charged 16 EUR for this!!!I can't believe how MORONIC these guys from PayPal are?!??? Is this possible??? They don't give a **bleep** because why would they, **bleep**ing BANKERS!!! And the only thread here that speaks about this is archived! They answer in 90 days !!!! because of Corona outbreak, yea, I suppose they never heard of homeoffice?? This is unbelievable!!! **bleep**ing morons!

A chargeback is not a paypal dispute, it means the sender of the funds has gone to their credit card issuer to dispute the payment.
All paypal can do is pass on any information that you provide to that card issuer.
If the card issuer finds in favour of their client then you lose the money + you pay the card issuers processing fee of 16 euros.

But that is ridiculous, completely undermines the whole concept of donation! If I want to harm someone, I can just do that every week and make him a huge debt!
Why does PayPal accept such small amounts anyway??? I couldn't find any option to limit that to at least 5 EUR....
This is 100% not incident, that somebody sends you 0.01 EUR??? If I did that by accident, I couldn't care less, hell even if I sent 1 EUR, I couldn't care less... this is PURPOSEFULLY done to damage the recipient of PayPal account!
Surely PayPal must do SOMETHING to prevent this?

I can only tell you how it happened and why it happened, if you want to talk paypal policy or reasons then you would have to talk to customer services.
