2211 North 1st, San Jose Charged me $19.868

Recieved ny card in nay and jusy now lactivated it via PayPal App.I have never used the card but there's a $19.85 charge with Paypal San Jose Address. Can you please help me figure out what has happened here? Thanks , chris
