Your help is so appreciated- any advice helps.
First, I fell for a scam. 100%, I admit it and I was dumb. The first step is accepting and admitting that.
I bought some outdoor furniture through an ad on Snapchat. It was $98.59 for a 7 piece rattan set (way too cheap), but my house burned to the ground and I'm pathetically trying to rebuild my life on a small budget. I only went through with it because I trusted PayPal to protect me if it was a fraudulent transaction.
The seller was somehow able to provide a tracking number that showed the item was delivered 4 days after the order through USPS. The item was 100% not delivered. In face, I checked with USPS locally and they won't even accept a 7 piece furniture set for delivery. They don't handle items that size or weight- it would have to be a freight item. I've read about how they do this- they produce a tracking number with my address. Then after a couple of days, they change the address to their own on the administrator side of the account and it still shows "delivered".
After filing a claim with PayPal, it was denied because the seller provided a tracking number showing it as delivered. This isn't an item that I would "not see" or was stolen off of my steps. I live in the country on an acreage with no neighbors nearby. I also have 6 security cameras outside of the house to keep an eye on everything. I watched the footage from the ENTIRE DAY that the package was supposed to be delivered and nothing came, plus nobody came there the entire day.
Once the claim is denied, is that it? It's over and I have no recourse? Why would I ever use PayPal, if there's no purchase protection? This is very frustrating. If nothing else, I would think that they may have another question?
In addition, the seller is from an unverified account that ends in .ru (which I didn't notice until I contested the transaction through PayPal). They didn't respond to any messages from me, nor any messages in the claim process...yet they took the seller's side?
If anyone has advice, I'd be eternally grateful.

APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
Advice is voluntary.
